Shirley Wallington Grace speaks at Fort Erie Council

"Almighty God, father of all mankind, the source of all that we can hope to have, grant that we may be worthy custodians of all that has been entrusted to us.

And so the Invocation begins. Standard for such things. Humble and hopeful, elected officials and town staff listen in respect, but, do they really get the message?

Not according to Shirley Wallington Grace at the November 17 Regular Council Meeting and last of the present term for some. Shirley, of course was talking about the treatment of four councillors who have been the target of "a diabolical plot" to destroy them. Certainly not in keeping with the spirit of the Invocation.

May we bring to our council chambers minds that think and hearts that feel so that, in our deliberations we may display imagination, wisdom and courage and the will to do our work for the good of all."

Notice that outgoing mayor Doug Martin is not even paying attention to Shirley's presentation. This has been a common occurrence during council meetings when someone the mayor does not agree with speaks before the group. That is, if he is not pounding the gavel to shut them up.  When one of his "chosen ones" spoke, they got away with disrespect and slander against the Four on a regular basis.

One good thing was that the usual suspects were missing a few members of their clown car. As a result, there were no loud outbursts and fifth grade foolishness as has been the case over the past couple of years. Again, the mayor allowed this behaviour to go on unchecked.

Later, each councillor spoke about the past four years as the term comes to a close. Don Lubberts thanks his supporters and helpful staff.  Rick Shular pontificated on his years on council. taking credit for his"policies" which were really just voting along with the mayor on everything. Although Rick may be a master of changing his face into a variety of poses and using his standard Malapropisms in his speeches, he will go on to gyrate with apples and oranges for another mute four years.

John Hill gave an impassioned speech about the good things that have happened in the past four years and his part in them.  He proudly listed his accomplishments and thanked his wife and family in an emotional close to his speech.  He presented himself as a man who tried to do the best for the people despite organized opposition and lawsuits.

Paul Collard spoke of his commitment to the people of Stevensville and his hopes for the completion of project started under his watch such as the Official Plan for Stevensville and the prospect of bring transit to his community. Another good man taken out by the "diabolical plan" of certain people.

Bob Steckley spoke about the harassment that placed a great strain on his family life and warned that on December 1, some people will be receiving phone calls. He plans to tell these people the truth about what he thinks of them. Like the others who have been under attack for so long, he has behaved with class.

When it was Stephen Passero's time to speak, I left the chambers as I cannot bear the sight of that man. The only good thing from this past election is that he is out, out, out.  It's only a matter of time when he receives his consolation prize for running for mayor from his handlers.

And goodbye to Mayor Martin!  Worst mayor in recent history and he has some strong competition. Ignorant, rude and short-tempered.  Nasty man who will not be missed.  There was applause when The Four gave their speeches, none when Martin ended his.

That tells it all.

AREN'T YOU GLAD YOU LIVE ON THIS SIDE OF THE LAKE?

Took this picture on Thursday, November 20, 2014 at 9:00 AM.  You can see the wall of Lake Effect snow headed towards Buffalo's South-towns, the traditional Snow Belt of Western New York.

As I was trying to clear the snow sofe off the top of my car this morning, a young lad walked by my place. "Headed to school?" I asked. "Yes," he said. "Too bad," I said, thinking of the joyous "snow days" we enjoyed when I was growing up in Buffalo. We didn't care that traffic and emergency services were tied up; we were having fun making forts and preparing for snowball fights, knowing that our moms would have hot chocolate ready for us when we finally gave into to exhaustion and the cold.

While the Buffalo area makes headlines with a record snowfall, eight people lost their lives over the past few days - all storm related. That is the sobering statistic that comes from such storms. Perhaps people should follow the late Jimmy Griffin's advice during a big snowstorm when he was mayor of Buffalo: "get a six-pack and relax."

UPDATE: CMS has finally opened an office in Fort Erie. About time.

Been out of commission for a few days due to stomach flu, No time for much of anything. Anything new happen in Fort Erie? Another fire? What's going on?

Did anyone attend the mayor's send-off? Hope so. He sure has a lot of friends. Meanwhile there was a Friends of Crystal Beach meeting last night. Very interesting from what I've heard.

BTW, just listening to talk radio about the Jian Ghomeshi and a clip of one of his interviews just played. Why does he sound (Jian) just like Mike Cloutier? Inquiring minds want to know.

Between Bill Cosby and Jian Ghomeshi and their "alleged" multiple sexual assaults, it makes me wonder just how corrupt law enforcement is in North America. WOW. My thoughts go out to all the victims of sexual abuse. Every woman I know, including myself, has been sexually harassed at some time in her life. Some of us managed to turn the tables and survive. Many were affected for life. And when it's a person in power (usually it is) it is that much harder for a victim to be believed.

On to Ferguson: so much wrong there, it's almost beyond fixing. I was listening to the coverage of the Grand Jury "No Indictment" decision when I got ill.  I'm still sick.

So, I'm taking a break to get well.  Carry on. I will post your comments.

WE BEGIN AGAIN

Today is the first day of the new council, headed by the old/new mayor. This is where the rubber meets the road and the "campaign for change" will be put to the test.

To those who feel they have been left behind while the politics of retribution have played out in council for the last for years: do you think that the Chamber Maids are going to represent you? Of course not. They owe their place on council to their supporters on the CofC and they will be loyal to their benefactors above the average taxpayer.

For, where else have four of those elected in 2010 subjected to billboards, bad publicity and lawsuits? At least, some who voted against The Four, think the lawsuits will end now that three have been defeated.  Clue: you have no idea what is in store going forward. The town is on the hook for numerous potential lawsuits, once the original conflict of interest lawsuit is complete. Certain councillors, newly-elected, will come under scrutiny for their part in the lawsuits.

And I will be here to report on and call attention to every little detail of their existence on council. Especially the work of the Chamber Maids.

Too bad I can't afford a billboard or two.

QUEEN'S CIRCLE PLAQUE
RE-DEDICATION CEREMONY
A Ceremony to Re-Dedicate the Plaque that replaces
the original one that mysteriously went missing.
SUNDAY DECEMBER 7
3:00 O'clock in the Afternoon
at Queen's Circle, Crystal Beach
Performance by
Crystal Beach Public School Choir
Guest Speakers
Unveiling of Plaque
Sponsored by the FRIENDS OF CRYSTAL BEACH
We invite all to attend.

I remember well the original dedication of the refurbished Queen's Circle and the plaque that was unveiled on that beautiful June day in 1999.  Then Mayor Wayne Redekop gave a great speech to the schoolchildren who attended.  He urged them all to take care of the circle because it was the birthplace of what we now call Crystal Beach.  A local theater group performed a historical recreation of the sacrifices of the Burd Family which had placed a memorial in the circle close to a hundred years earlier to honour the son who gave his life in WWI.  The Ridgeway Lioness, of which I was a member at the time, provided lemonade and cookies for the event and the service club's name was included on the plaque as a sponsor for the refurbishment of the circle.

On Sunday, Mayor Redekop is expected to be a guest speaker and many of the original sponsors will be in attendance to see the replacement of the plaque that has suffered through years of vandalism.  Too bad that some in the community have no respect for the rich history of the once Chautauqua-style meeting place at the circle, named for then Queen Victoria. From Queen's Circle came the amusement park just south on the shores of Lake Erie.  It is only right that this hallowed ground be celebrated and preserved for all.

IN OTHER NEWS:

I am encouraged that the Niagara Parks Commission is taking another look at an improved marina on the Niagara River along the Niagara Parkway.  Janice Thomson, chair of the NPC, has set forth a two-pronged approach to the marina that currently stands on NPC property on the river near Fort Erie. In the Bullet Media article, Thomson states that the first priority is to find a company to operate the marina for the 2015 season. The marina contains 135 berths and has a small concession stand and washrooms.  It is definitely in need of a major overall.  The consensus of opinion from a June, 2014 open house into the matter, was that any new marina project should take into consideration the neighbouring residents.

Homes along the scenic Niagara Parkway pay some of the highest property taxes in the region and many were upset about an earlier planned development that would have taken a large chunk of the parkway to convert into condos and a huge retail area and marina. I got a laugh from the statement by Economic Development Tourism Corporation honcho Jim Thibert that he was unaware of the new direction the NPC is taking with regard to the marina until he was contacted by Bullet Media. Hah! And keep him out of the loop, please.

Many of us remember his ill-fated attempt to help a developer build a golf course on the Niagara Parkway. That's when he plucked Kimberly Zanko out of a customs brokerage and paraded her before the press in his dog and pony show in favour of the golf course.  Except, Stella Ziff lived on the Parkway and took the developers to the OMB and won. Flash forward and Thibert championed the huge Kuwaiti development for the marina and found out what the people who pay big bucks to live on the Parkway think about "Winston Churchill's Favourite Sunday Drive" being cut to shreds for a commercial development. Another grandiose Thibert dream that failed when the NPC pulled the plug on the development. Add that to Thibert's big idea of buying the horse race track and you might get a clue why I think he should be fired.

It took a lot of effort to stop the Bay Beach Condo Tower on our public beachfront property. The residents along the Niagara Parkway on both above and below the Falls will not take lightly to their magnificent parkway being ruined by a foreign developer's plans.  Keep it local and keep it within proportion and look for the area.  All one needs to do is look across the River to the Buffalo side to see how a community can screw up its waterfront.  Buffalo is slowly reclaiming its waterfront for the public and great strides have been made at the mouth of Lake Erie and the Niagara Rover, but so-called "Riverside" is still a mess. Why would Fort Erie want to copy that?

UH-OH. CONVICTED FRAUDSTER NOW ON CRYSTAL BEACH BIA BOARD. WHAT COULD POSSIBLY GO WRONG?

Plenty if Gary Fraser's past is any indication. Below are newspaper articles regarding Fraser's history of fraud for which he served time in jail.

  1. Scam Artist Bilked Family, Friends Out of  $2 Million.
  2. 30 Month Sentence For Fraud Artist Who Scammed His Pastor.
  3. Warning/Complaint About Gary Fraser.
Of course, Gary Fraser claims that he has changed and that he has learned his lesson. Odd though, he's gone into the same line of work that he was in when caught bilking people of millions of dollars: selling dreams through investment opportunities.

He recently set his sights on Crystal Beach and is the go-to guy for a series of investments in Crystal Beach. Somehow he and one of his followers, Arlene White, were appointed to the Crystal Beach BIA. So far, there is only a post office box in Crystal Beach listed as the business address of Black Bear Homes, Ltd. (Not to be confused {cough-cough}with Black Bear Developments.)  President of Black Bear Homes is listed as Audrey VandenBerg at that P.O. Box; she's reported to be Fraser's girlfriend.

It doesn't take long to find those buildings associated with Fraser and the investors behind him. The stripped former tourist home at Queen's Circle that is listed for close to $1 million, once completely refurbished. The foundation of the house next door was torn down to its footings. Next, a remodeled cottage on Cherrywood that reportedly "sold" for over $400,000 that is worth less than half that amount. We're still waiting to see who "bought" that place; it closes on the 15th of December. Real Estate company is allegedly an in-house company. Fraser's investment company also bought the former Pines restaurant and refurbishment is underway. Supposed to have re-opened last month. Still waiting for that.

The crown jewels to this operation are the houses being built on Schooley Road near Smalls Road and Glen Spring. Priced from $487,000 for a 1477 sq.ft. house without a garage to $598,900 for a 1954 sq.ft house without a garage.  All are on small lots and do not look well-made at this stage. Inflated prices are not making neighbours feel confident for the future. Will probably end up like the places on Cambridge that never sold and are now rented out. Only an idiot would pay that much for such places, in my opinion.

Again, we're not against smart development in Crystal Beach, but these overpriced houses will do nothing to draw people to the area, especially when the spokesman for the company is a convicted fraudster. I was tipped off to Gary Fraser and his past history by a local real estate agent.

So, the village of Crystal Beach may have escaped the plans of a high rise developer only to fall into the clutches of a convicted felon. We worry about the few who may have invested in this man's latest scheme, believing that he is a changed man.  If he was "so changed" he would have gone into a completely different line of work, not fall back right into the investment world.

Please beware of this man's history before you get involved, invest, or buy into his dreams. Several years ago, a similar scam took place in Crystal Beach. Silent investors lost a lot of money but no charges were ever filed.  There are still a few remnants of these people remaining in town. Another reason that Crystal Beach suffered after the amusement park closed was the influx of these vultures, who took advantage of the low prices and desperation. These "investors" could pay cash (Crystal Beach was red-lined so no mortgages) and rent them out to the poor and those on Social Services. Almost destroyed the Beach.

Let's not repeat that sad history.

ANOTHER CAUTIONARY TALE: I watched a Casino Kill itself. How the Taj Mahal in Atlantic City failed.

BEWARE THE GRINCH

Well, that's the best we can do for now. This is the guy behind a number of companies. Black Bear Homes. Clap Board Homes, etc. The house that was "sold" on Cherrywood was not really sold. It now sports a dollar store "For Sale" sign. Houses being built on Schooley Road are way over-priced and the property at Queen's Circle that has been stripped down to the studs is listed at close to a million.

This guy has a long history of scamming investors. He served jail time for bilking family members and even his pastor out of millions. And he has recently settled in town with his many business names and owning exactly nothing in his own name. The phone number provided for Black Bear Homes is a Welland/Font Hill telephone number.  He used to live in Fonthill in a rented house there. We're not sure where he lives now, but he has five children so they may be difficult to hide in a small town like Ridgeway or Crystal Beach.

What we don't need is another con artist in town. Enough already.  Please look at the previous post and read the links provided.

Gary Fraser has been appointed to the Crystal Beach Business Improvement Area Board and he is a convicted fraudster.   Please call town hall and demand that he be removed from that position.

An on-line petition may be a good idea. Meanwhile, don't let this Grinch ruin your holidays.

IN OTHER NEWS:

It seems that the powers that be are determined to place medical marijuana grow ops in residential areas.  Heard just this morning on CKTB radio, Niagara Falls Councillor Carolyn Iaononni says she was "blindsided" by a recent application to rezone two former properties to allow for "a nursery to grow plants, shrubs and trees." The application for the former Kimberly Clark plant and the Redpath Sugar building are slated to be  medical marijuana grow operations. Residents  were not informed that the "nursery" was to be a medical marijuana grow op. If they had known, they would have "turned out in droves" according to Iaononni. She stated that she is not against medical marijuana grow ops, but she does not want to see them in residential areas for many reasons, including security concerns.

It seems now that the neighbours only recourse is to appeal the rezoning to the Ontario Municipal Board (OMB).  And we all know how that usually turns out.  Similar to a situation in Fort Erie where a medical marijuana grow op is slated for a site in a residential neighbourhood.

MERRY CHRISTMAS

Another Christmas and the end of another year.

Not exactly the happiest time for me and some of my friends, but we'll go through the motions and try our best to make merry. I, for one, will be grateful when it's all over.

There's always next year to look forward to with the hope that 2015 will be better.

It's times like this that I wish for the simpler days of yore where we weren't constantly blasted with news of terrible events and hyped-up reports designed to scare the heck out of us.

The lies posted on so-called "mainstream media" have made many lose their own sense of what is right. People have been manipulated into voting against their own best interests because the media has been complicit in pandering to the worst fears and prejudices of the general public. Christmas has become a huge retail greed event as evidenced by the insanity of "Black Friday" shopping.

I have fond memories of Christmases years ago where family gathered and shared in the spirit of the season. We went to Midnight Mass; we gave as much as we could to the Salvation Army; and our Christmas Dinner table was full of friends and relatives, many of whom would have been alone for the holidays.

That is the Christmas Season in my mind. Sharing, not getting. Kindness, not self-satisfaction. Reflection, not judgment.

And most of all, humility. Christ was born is a stable, we are told. How is it that all this overblown salute to conspicuous consumerism is in any way related to Christ's humble beginning?

It's a question that I ask myself every year and am still waiting for the answer.

WARD 2 COUNCILLOR RICK SHULAR DEAD AT 68

Sad news today of the passing of Fort Erie Councillor Rick Shular today.

Can't say much more except to offer my condolences to his family. My mother died on this day many years ago so it is especially sad for me. One of the reasons that the Christmas Season is difficult for me.

Funeral arrangements:

Family will receive friends on Thursday, Jan. 1 at Benner
Funeral Services, 1105 Benner Ave. in Fort Erie from 7 p.m.
to 9 p.m. Services will also be hosted by the Masonic Lodge,
the Fort Erie Kinsmen and the Royal Canadian Legion.
Visitation will continue from 1 to 3 p.m. and 6 p.m. to 9 p.m.
on Friday, Jan. 2.
A service will be held at St. Paul’s Anglican Church on
Saturday, Jan. 3 at noon. Burial will follow the service.
The family has asked that donations be made to Community
Outreach Program Erie, Meals on Wheels or St. Paul’s
 Anglican Church.

(Editor's Note:  When our mother died, we had the same challenges with regard to her
funeral. It was difficult for relatives to get to Buffalo during the busy holiday season and we
had to delay her funeral until January 3. And then we heard that the gravediggers were on
strike, so her burial was delayed for several weeks. A very difficult time for everyone so I
have a great deal of empathy for the family and friends of Rick Shular.)

THIS YEAR OFF TO A NOT-SO-GOOD START

$

Cripes, 2015 is already off to a bad start. One of my political heroes, Mario Cuomo died on New Year's Day hours after his son Andrew was sworn in for a second term as governor of New York. Mario had served three terms as governor and would have had a fourth term except that he came out strongly against the death penalty.

Then I read that Niagara Falls potential medical marijuana grow-ops are meeting fierce opposition from residents and, council is backing them up, claiming that city staff misled council. Councillor Ionannoni said: "I feel extremely duped." Applications for the former Redpath Sugar plant and the former Kimberly Clark plant were granted based on the applicants' plan to run a "nursery for trees, plants and shrubs." The public meeting was not attended by many neighbours of the proposed sites since the cultivation of medical marijuana was not mentioned in the public notice. When the true plan came to light, residents showed up in large numbers to a special meeting of council on January 2.

I can only see how Fort Erie town staff (especially developer-friendly town planner Rino Mostacci) pushed through the Bay Beach proposal despite fierce opposition by the people. Unlike Niagara Falls, Fort Erie council fell in line behind the high-rise crazed Mostacci and ignored those opposed to the rape of publicly owned beachfront property. (I know. Still smarting from that outrage as well as the outrageous lawsuits brought against four councillors.)

In April, we may finally be done with the Conflict of Interest lawsuit against Bob Steckley, John Hill, Don Lubberts and Paul Collard. Sadly, Rick Shular will not be able to recant the lies he told under oath, but he did manage to connect EDTC GM Jim Thibert to the plot to sue the four. A new judge will hear the case which, IMHO, should have been thrown out before it even got started. No word on the separate COI case against Don Lubberts that was filed by conflict-challenged Jim Thibert. The taxpayers may be paying for the case against Lubberts like they paid for the slander suit against me brought forth by thin-skinned Thibert. Some day the truth will come out and everything that was said on my blog about Thibert will be verified.

UPDATE: It appears that there was a murder in Ridgeway over the weekend. No media coverage of a man's body found in his house on Prospect Road. He was a victim of "blunt force trauma."

Well, it certainly got cold in the past day. By Saturday, Polar Bear dippers will get a real treat in the icy cold weather. No worries though, lots of Chili for everyone at the Chili Cook-off after the dip.

SETTLEMENT IN THE LANDRY CASE?

$

0
It appears that the case of former Bridgeburg BIA office manager against the Town of Fort Erie has been settled without a court case.

SC-14-00009661-0000 is the number assigned to the case that was scheduled for a conference room at the Welland Court House on January 9, 2015.The docket called it a "Settlement Conference" which means that the public may never know exactly what happened in the case or whether there was harassment of Ms. Landry by certain Bridgeburg BIA Board members, including then Ward 1 Councillor Stephen Passero.

If the "elimination" of Ms. Landry's job last winter involved any of The Four Councillors (It wasn't!) they would have been the target of much ridicule and possibly another lawsuit. Somehow, Passero gets a pass for his alleged behaviour in this event. Makes one wonder just who is still supporting the losing mayoral candidate. One person who supports Passero is herself a former BIA office manager, Peggy Tedder Thompson who has wreaked havoc in every position she has held, especially her job as the BIA manager where she set up a scenario that caused the ousting of two decent businessmen from the BIA board. Where is she now?

Monday night's council meeting should be interesting as the new council grapples with the task of replacing the late Rick Shular in Ward 2. It would seem, according to past practice, that the runner-up, John Millicone, should first be considered. We'll see just how political the new councillors are. In a recent news story, Marina Butler showed her lack of knowledge when she opined that no one had run against Rick Shular in the recent municipal election. She's in favour of an expensive by-election.

Personally, the thought of a return of the Poltergeist (Stephen Passero) to council would be a real tragedy. He screws up everything he's involved in. Hey Stephen: how's that Underwater Recovery take-over of the Kinsmen Pool coming along? You know, the one you tried to ride into the mayor's job. Yeah, really. Go back to your unregistered cupcake job and your sometime wife. Please stay out of local politics.

THERE'S GOING TO BE AN BY-ELECTION FOR WARD 2

$

Council voted against three options recommended by staff to replace the late Rick Shular in Fort Erie' Ward 2.  Marina Butler, George McDermott and Chris Knutt spoke in favour of a by-election and rejection of the options, one which included the appointment of John Millicone, the runner up to Shular in the October 27, 2014 Municipal Elections. Nominations open on 27th of January to February 18. Election will be sometime in March. (Here is where Kim Zanko, as Chair of Corporate Services dropped the ball. She did not repeat what was being voted on.)

What a difference in leadership between Martin the Meanie and Wayne Redekop. Redekop was very understanding and asked questions and even put town planner Rick Brady on the hot seat a couple of times. Redekop even agreed with Don Lubberts on a couple of issues.

Marina Butler was ill-prepared to be chairman of any committee.. Hopefully, she'll read her council package a little closer so she knows what is being discussed.

Loved it when Redekop chided the audience for applauding a speech by McDermott. I doubt they (the usual suspects) will do so again.

Don Lubberts suggested that the staff keep very careful records of the by-election as to costs, etc. This will be the first ever by-election to fill a vacant seat on council.  It could cost in excess of $40,000.

UPDATE: Council voted unanimously to go ahead with the by-election. James Culic, in his usual style tried to paint Don Lubberts as the outsider when, in fact, he voted with the others for the by-election.

WHAT IS GOING ON IN CRYSTAL BEACH?

UPDATE:

The Friends of Crystal Beach Board met Sunday in a special meeting and voted to rescind its application for the Niagara Investment in Culture grant.

"The decision was based on the Board’s very real concerns that the current application is likely to place FOCB and its members at significant financial risk."
- FOCB President Neil Campbell

Earlier:

Big question of late. Like many, I received an e-mail from an officer of The Friends of Crystal Beach inviting me to a meeting later this month to discuss a project about Crystal Beach.

Later, I found out that the e-mail, as well as the proposed project have not been authorized by the board of the FOCB. It's about an application (again, submitted without FOCB Board approval) for a community improvement grant for homes and businesses within the original village of Crystal Beach. This project would need to hire a consultant and the costs to the members could be high. I believe, as do others, that this does not fall under the mandate of the FOCB. It may fall under the mandate of the Crystal Beach Business Improvement Area, but that is that organization's choice.

From the e-mail:

Friends of Crystal Beach, Crystal Beach Business Improvement Association and the Beautification Committee have formed a collaborative partnership to work with Crystal Beach residents on this project.

The FOCB is not officially on board with the project as its board has reserved its decision to get involved because of possible costs to the membership to improve privately-owned properties. And the cost of "a consultant" which is a requirement in the grant proposal.

THE FOLLOWING IS MY OWN OPINION:

I believe that this "proposal" is part of a larger effort by convicted fraudster Gary Fraser in order to secure funding to improve a house and property that he owns at Queen's Circle. You may recognize it as a once historic summer guest home that is now merely a shell, having been stripped to the rafters and studs by the "owner," a firm that is associated with Gary Fraser.

CORRECTION: Gary Fraser had been appointed to the board of the CB-BIA. He has since resigned perhaps due to negative publicity

He owns nothing and has a long history of investor fraud for which he served time. One of the corporations he's associated with, Starboard View Homes was previously under investigation by the Ontario Securities Commission. As a result, no sales or transfers of property purchased by the corporation can take place. That could include over five properties that were bought under the name of Starboard View Homes. The couple named in the allegation have since left Canada for the Philippines.

Also on the CB-BIA board is Arlene White who, I believe, is angling to get a plum appointment from the "proposal." She also is a recent appointee to the board despite having no visible business presence in Crystal Beach.

In the meantime, Fraser, as front man for another investment corporation, has attempted to inflate local property prices by offering high-priced homes under construction on Schooley Road.  No, you won't see Fraser's name on any of the many different corporations that have come to Crystal Beach.  He is merely the Music Man, gathering easily convinced people to get in on the "ground floor." (His definition of "ground floor" is surely appropriate as one of the houses on Queen's Circle has been reduced to a dirt lot.)

Those of us who love Crystal Beach, its history and its promise, do not appreciate people coming in who have an agenda driven by greed. Sure, we're all here to make a living and bring Crystal Beach forward in style. I'm afraid these people will gut the beach; take its money; and leave it behind - in worse shape than when they arrived.

CRYSTAL BEACH: THEN AND NOW?

$

0
On this Groundhog Day, it seems ironic that Crystal Beach is going through a repetition of the same events that almost destroyed the Beach in the past. Namely, speculators coming in to the beach and making promises to (while taking advantage of) the hard-working people of the village. Remember what it was like after the amusement park closed? Speculators bought numerous cottages that were up for sale or lost when the financial anchor of the Beach caused a mass exodus. The Beach was red-lined so that only those who had access to private money could pick up a property, many for less than $20,000. The cottages were fixed up just enough to be rent-worthy for people on social assistance who were transferred from the GTA to save the taxpayers some money. The policy further degraded the Beach for several years. A prestigious study (C.A.U.S.E) concluded that Crystal Beach was a "hidden gem" and it could come back if certain recommendations were followed. Thus, the renaissance of Crystal Beach began. Slowly the demographics changed: retirees bought cottages and gave up their pricey homes in the GTA to return to a summer paradise full time. Once the red-lining ended, families began to buy or build in the Beach because there were better choices offered. Despite the contentious Bay Beach Project, new builds and cottage renos continued. The future looked bright for Crystal Beach.

Then, along came Gary Fraser, convicted and jailed for investment fraud, with a grand idea for development in Crystal Beach. Déjà Vu all over again. (Read more about Gary HERE)

And that brings us to the "Then and Now" project that may have been the brainchild of Gary Fraser or one of his followers. It caused a major problem in the Friends of Crystal Beach. Thankfully, the FOCB exercised caution and withdrew an application for a grant that may have helped fund the restoration of the so-called "painted ladies" around Queen's Circle and other places in the Beach. It was unclear as to how much the FOCB would be on the hook for its part of the project. Could have been thousands.

So, without further ado, I offer you Gary Fraser's (through a company his girlfriend/wife is president of) vision of Crystal Beach Then and Now:
22 Queen's Circle c.2013 (listing photo)

Picture posted on Facebook this weekend (thanks, Lorrie)

A closer look at the house shows that it has been stripped to its rafters and studs. Gone is the wainscoting, antique mouldings and all the features that made this stately former tourist home special. It is now a sad shell. A smaller vintage cottage next to 22 Queen's Circle was removed entirely, termites were cited as the cause. Odd that no other homes in the area have termites. The property was recently listed at one million dollars.

passed January 12, 2015 to table Report CDS-09-2015
until it is determined whether a waterfront strategy will
be part of Council’s strategic plan."

So, one of our Chamber Maids, Marina Butler, wants to throw out the 30 Meter Setback requirement even before the so-called "waterfront strategy" is part of the town's plan.  It was tabled last month by council. Her call for reconsideration of the tabling of the recommendation:

That: Council authorize the initiation of a housekeeping amendment to the Comprehensive Zoning By-law No. 129-90 to delete Section 6.47. Recommendation No. 11 Moved by: Councillor Lubberts That: Council table Report CDS-09-2015 until it is determined whether a waterfront strategy will be part of Council’s strategic plan.

Comprehensive Zoning By-law 129-90:

6.47 YARD SETBACKS FOR LOTS ABUTTING LAKE ERIE (By-law 100-05) Notwithstanding any other yard requirements of this by-law, any building or any addition thereto in the vicinity of Lake Erie shall be set back a minimum of 30m from the 1-in-100 year flood elevation as determined by the Niagara Peninsula Conservation Authority.

Little Miss Housekeeper wants to eliminate this section of the Comprehensive By-law. There is a very important reason that this is in the by-law. It is to prevent any construction within the flood line. Some of us remember the original plan of the Molinaros for Bay Beach. The "washrooms" were planned to be located in the flood zone area. The town would have then been responsible for any damage to the washroom structure once it was built. A couple of years ago, I published pictures of six foot piles of shove ice that, had the washrooms been built on the proposed site, would have been damaged by the ice.

(If there was any doubt that our Chamber Maid panders to developers, that has been put to rest with her effort to change the by-law.)

On to another campaign promise going down the chute: It appears that the majority on council is in favour of the town kicking in $3.5 million to the new high school build for a theater and library. Tonight at council, the people will have a chance to say their piece. Like the many who spoke out against the Bay Beach Project and were ignored, council will no doubt approve the expenditure from the taxpayers. (Only Don Lubberts has indicated he will vote against the library expenditure; the others are all for the full $3.5 million.)

Pay attention. You will soon see more parts of the newbies' agenda. I must say that I thought Marina was smarter than she is. She Seldom asks questions about what the council is discussing and she has little understanding of parliamentary procedure. (I had to laugh out load when I heard her try to limit Don Lubberts to five minutes when he was asking questions of the town planner. Even Wayne Redekop had to call her out on that one. She must have been given that tip from Dougie or Jimmy.)

NEW COUNCILLORS PROVE THEY ARE INCOMPETENT

Marina Butler is a moron. She proved it by her actions at the Monday, February 9 Regular Council Meeting.  While others were concerned about the possibility that the town would be on the hook for millions of dollars for a new school library and theatre, Marina was obsessed with revisiting the earlier-tabled policy regarding the 30 meter set-back for waterfront properties. Why? For no other reason than she was concerned about "delays" in development on the waterfront. With regard to the 30 meter set-back, in the past four years, there were only four such adjustments requested. Yet Marina wants to speed the process that is seldom used. The reason the recommendation was tabled in January is because the council decided to wait until the Waterfront Strategy was underway to revisit the issue.

So, Marina ("I think I made a mistake.") Butler pushed forward, not really knowing what she was doing. It was cringe-worthy but it was not the only cringe-worthy moment in the meeting. George McDermott sounds like he may be suffering from Alzheimer's Disease as he could not even follow what was going on and could not remember actions that took place at earlier meetings. Kimberly Zanko should bleach her hair blonde as she makes idiots like Jenny McCarthy look like a Rhodes Scholar. Chris Knutt tries but is in way over his head.

Sorry folks. This is not "sour grapes." This is a tragedy in progress. Even Mayor Redekop had to explain and reword questions regarding the resolution that Marina.

Meanwhile, it would seem that those who are in favour of a community-paid (one-way-or-the-other) theater and library at the new high school believe that these buildings are the be-all and the end-all to Fort Erie's woes, including the mental health of its children. Forget that, if the community does not raise the $3.7 million requested by the District School Board of Niagara, it will be paid for by the taxpayers.

"Cut your coat according to your cloth." said one delegate regarding the theater/library proposal. Having never heard that particular saying, I had to look it up and the man was absolutely right. He further endeared himself to me by pointing out that his dapper clothing came from second-hand stores so he could "take his wife out to dinner once in a while" which was a priority on his fixed income. Others expressed support of the theater and library but warned of the cost and the eventual rise in their property taxes which will have a Domino Effect on the local economy.

Wasn't impressed by a couple of  entrepreneurs taking the opportunity to advertise for their acting classes for children while speaking in favour of the theater. Did they not realize that they will have to pay to use the new theater? Like renting ice time at the Leisureplex, it may cost a lot of money?  Check out the long and tortured history of that "community benefit." All that bingo money and slots revenue are gone forever. Not so easy now to get funding from a hard-pressed community. The taxpayers of the town are already going to get hit with a major tax increase. Our newbie councillors haven't a clue about how to put together a budget. Be afraid; be very afraid.

Memo to Gary Skerrett and Shorewalk: Where the "f" were you when the access to the public beach at Bay Beach was being threatened by the Molinaro Monolith?  Yeah, we know. You went AWOL on the issue after you had a private meeting with Doug Martin. Now you want support for a boardwalk at the Holloway Bay Road access? Your organization has discredited itself irretrievably by its non-action in the Bay Beach Issue. Good luck with that.

Please see for yourselves on TV 10 Cogeco on Thursday at 11:00 AM

(But check on the time as Cogeco has a habit of moving things around without much notice.)

AT LEAST TWO PEOPLE WHO HELPED ELECT THE FOUR NEW COUNCILLORS HAVE SECOND THOUGHTS

It has been several years since I first attended a Fort Erie Council Meeting, I did attend a budget meeting the other night and it was like old times: some of the same players behaving like they have for over a decade. Got very boring. The so-called "fresh blood" on council is clueless and have no idea what they got themselves into - or did they? Maybe they're so programmed that they can only behave as instructed by their handlers, or maybe their election to council was just a huge cosmic joke. Whatever the reason, the people of Fort Erie are in for a wild ride and higher taxes because these newbies are already spending money like water.

Someone sent me a piece from that tired old rag of Mike Cloutier's (another example of the dire situation in Fort Erie that Cloutier is still publishing.) I laughed out loud at the comments from Old Guard stalwarts Peter Joon and Doris Emerson regarding the town council's $500,000 commitment to the DSBN to help with the building of a theatre in the new high school being built on Garrison Road. First, it was the council who voted for the funding to the DSBN not the "dam artsy camp."

Peter Joon: (February 17, 2015)

I will remember every councillor who votes for this idiocy and don’t ever count on my vote again, we are being railroaded into thos by the dam artsy camp who have never had to pay their own way

Doris Emerson: (February 19, 2015)

How did the councillors vote -was it unanimous-or just the 1 dissenter? why waste the taxpayers time asking for their opinion when it doesn’t really mean anything. Robbing Peter to pay Paul-where will they get the money to pay Paul?

First, it was the council who voted for the funding to the DSBN not the "dam artsy camp" as Peter Joon calls them. And, everyone but Don Lubberts voted for the up to $2 million pledge to the theatre from the people of Fort Erie. And Doris, who is so strong in her support of the new councillors that she was openly rude to other candidates, now wonders where the money will come from to pay for this new white elephant.

And it will get even better when the town pledges another $500 K to the racetrack and Jimmy's Little Hobby.

Worse part is that Fort Erie is stuck with these incompetent fools who never ask meaningful questions (really, Marina. Was it so hard to figure out that the graffiti on the Canada Post mailboxes is the responsibility of Canada Post to remove - and not the town?); who vote against staff recommendations (by-election will cost in excess of $40,000); and who are so intertwined with the Chamber of Commerce that the average person in Fort Erie has little representation on council.

All except Don Lubberts who was re-elected and who was part of the previous council that kept taxes as low as possible and who built up the town's reserve fund that is now being drained by the not-so-bright "new blood."

And Mike Cloutier still publishes his drivel to the brain-washed. (He's starting to look more and more like Ted Kacznski every day. Or his doppleganger Booger.)

ARE YOU READY FOR SOME PAY-BACK?

It looks as though the Beatties (Howard and Valerie) are getting their pay-back for campaign donations and financial support of the lawsuit against The Four Councillors. Remember, it was the Beatties who were among those who funded the Conflict of Interest lawsuit currently winding its way slowly through the court system of Ontario.

Now they want to build a house on their property on Lakeshore Road just 3 metres from the water's edge in defiance of the 30 metre set-back as required by Section 6.47 of Comprehensive Zoning By-law No.129-90. Now, you're beginning to see why some on council wanted to make it easier to change the set-back. It's called pay-back and a lot of other names that we are all familiar with but I can't use due to the lawsuit against me that Jim Thibert filed using taxpayer money. (Not unlike his most recent lawsuit against Ward 5 Councillor Don Lubberts for Conflict of Interest.  All because Donnie called Jimmy out over his plan to get the town to buy a piece of property to sweeten a deal for the sale of the racetrack.)

So, the Beatties expect that their fellow conspirator/fianceer Ward 4 Councillor Marina Butler (owner of Employment Professionals Canada) who also contributed towards the lawsuit, will vote to allow them to build a house close to the water, thus setting a precedent for others to follow. Never mind that homes along the shore in that area already suffer from flooding and other problems due to the high water table and proximity to the lake, thanks to poor planning policies in the past. Valerie Beatty is trying to get clearance based on goals set for the Council's Corporate Strategic Plan (2011-2014), one of which is to "increase public access to our waterfronts." Sure. Like a twelve story tower looming over the public beach, which severely limited public access will increase public access to our waterfronts. Been there; done than; even got the tee shirt.

Keep track of this one, folks. See if Marina Butler declares a conflict. Odds are she won't. She thinks she's above all that and knows better. I hear that there is a complaint filed with the Integrity Commissioner against her already.  Next, she'll be calling for the end to the integrity commissioner like they did at Regional Council.  So much for transparency and healing that was supposed to be the theme of this council.

Looks like business as usual (meaning back before 2010) for the Town of Fort Erie.

SPRING HAS SPRUNG AND SO HAVE THE POTHOLES

We're now entering the Season of the Pothole, a yearly event that occurs when the snow starts to melt, revealing crater-sized potholes in local roads. Every year, citizens complain and every year, the bigger holes get filled in and the cycle begins anew.

Meanwhile, our fledgling local council seems more concerned about spending taxpayer dollars to build a school's theatre and to subsidize Jim Thibert's hobby race track than to address the real concerns of its constituents.

The other day, I made a trip over to Buffalo (first time in months.)  We had to make a stop at Ted's on Sheridan Drive for lunch. (I still miss the Ted's at Front Park, long gone due to Peace Bridge "expansion.") As we were getting into the car, a friendly guy asked us how our shopping expedition was going. we laughed and said "fine" realizing he had seen the Canadian license plate. So we got talking and he told us his family had a place in Thunder Bay. (Which means that he also pays taxes to Fort Erie.) He also said he was worried about "all the building going on in the area." So, then we talked about THE BAY BEACH TOWER. He was so glad that it wasn't going to be built ("Of Course," you might say, "he's an American summer resident.") True. But he also has a long memory of the joys of living near the beach within a few miles of Buffalo. Me too. That's why I stayed here all those years ago.

And that's why I continue to speak out when greedy, foolish people attempt to destroy the beauty and uniqueness of Fort Erie.  Personally, I think the Speedway is a bad idea for Fort Erie. It is already obvious that there would need to be significant changes and improvements to the infrastructure in order to support the speedway. The added stress to the Peace Bridge has not even been mentioned in the discourse so far. Why would anyone want such a noisy attraction so close to the town? My friend in Brooklyn, Michigan (home of a NASCAR track) tells me that race days are a nightmare in her small town. Residents cannot even leave their homes because the traffic is so severe and the noise is deafening. If the speedway is built with minimum funding from the taxpayers, then so be it. I believe that the whole thing is a tax rip-off and the people will be paying for it for generations. And, it will never be built.

All one needs to do is look across the border at the renaissance of Buffalo to see what can be done. For years, Buffalo was part of the Rust Belt, stagnating in its own lack of vision. Things changed when people with ideas and solutions came forward. Now Buffalo ends up near the top of polls on best places to live.

Those of us who lived in Buffalo all know of its great features, including the architecture of Frank Lloyd Wright. I'll tell you a story of one such treasure and how it went from near demolition to glory. It was a hard-fought, years long battle to save what my grandmother used to call "The Larkin Estate." It was actually the Darwin Martin Home, built for and owned by the Martin Family, the wife, a daughter of the Larkin Soap Company's founder.

By the time I became aware of it, it was a run-down shell, slated for demolition. Three of its outer buildings had already been destroyed. An architect and his family bought the place and tried to restore it but the costs to do so were prohibitive. It was then sold a number of times until a group of people started a non-profit organization in 1992 to restore the complex to its former glory. It now stands as a shining example of the work of Wright and it is a major tourist draw as well.  The Martin Complex is a couple of blocks from my old stomping grounds, just steps from the Buffalo Zoo which rests in the Olmstead-designed Delaware Park. Such history, now preserved for future generations. By a city that was near extinction.

Fort Erie needs to go through its own renaissance in order to survive. Its greatest asset, its waterfront, has been exploited for personal gain by any number of people over the years. Its historic lighthouse on Point Abino was allowed to become a crumbling shell. Thanks to a dedicated group of people, the lighthouse is now restored. Access is easy? No. Is there easy access to any number of lighthouses, or for that matter, national historic treasures? No. Can anyone just walk into the Darwin Martin Complex whenever they feel like it? No. My friend and I are going to take a tour through it this spring. Costs $30.00 a person. I will give it gladly because I appreciate that this wonderful place was saved to give people the opportunity to see a genius' work.

Perhaps, along Dominion Road somewhere, a sign could be erected advising motorists that the road was voted one of the worst in all of Ontario. Could win this year as well. Well, it's something anyway.

THE GRAND DELUSION

I'm tempted to sit back and watch the new council squander the taxpayers' money in one ill-conceived scheme after another, but I can't stay quiet.

I will not even feel good saying, "We told you so" when taxes go up over 7% and the infrastructure continues to crumble.

The voters of Fort Erie had their say, mainly because they blindly believed that the Four Councillors (Bob Steckley, John Hill, Don Lubberts and Paul Collard) were the cause of all of Fort Erie's woes. Now that all but one are gone from council, it is quite apparent to even the most casual observer that they were hard-working, honest men. They read their council package and openly discussed and questioned it, which is what elected councillors are supposed to do in these parts. From Day One they were under attack by certain vested interests.

  1. Marina Butler, who later defeated John Hill in Ward 4, requested a Compliance Audit of Hill's election financials.
  2. Larry Graber, who is running for Rick Shular's Ward 2 seat, requested one on Paul Collard, who beat him in Ward 6 in 2010.
  3. Martha Lockwood was defeated by Don Lubberts in Ward 5, requested a compliance audit on him in 2010.
That's just for starters. Under the guidance of Jim Thibert and Mayor-by-five-votes Doug Martin, former Ward 4 Councillor Tim Whitfield (beaten in a landslide by John Hill) filed a Conflict of Interest suit against the Four Councillors. A couple of years later, it will finally be heard in court in April. So far, the suit has cost the councillors thousands of dollars of their own money to defend themselves. It could cost the taxpayers a lot more if the court rules in favour of the four.

Then, just in time for the election, the former developer of the controversial Bay Beach Project, filed suit against The Four for $10 million. So far, nothing new on that suit, but it achieved its purpose: to scare voters away from The Four.

So, now the Rump Parliament of Fort Erie is sitting, deciding how your precious tax dollars are to be used. New/old mayor Redekop is powerless over these Chamber of Commerce lackeys who are spending taxpayer money on all their "pet" projects. District School Board of Niagara asks the town to pay for a "state of the art" theatre (is their any other kind and what does that mean anyway?) on the new high school site. Poor DSBN. Can't afford to build one themselves. But Fort Erie is willing to pledge $500 K for start-up and cough-cough "fund-raise" for the rest. And if you don't believe that, I have a race track that needs another $500 K to limp through another season with conflict-challenged Jim Thibert at the helm. And then there's the Middle East Speedway (A.K.A. Canadian Motor Speedway) complete with Sharia Law financial backing and a lot of promises and excuses why not much has been done in the past several years. Remember when they blamed the NIMBYs for the delays? Settled years ago. Now it's the government, both provincial and federal for not giving them a bunch of money and building an entire infrastructure to support the speedway. The speedway will never be built, IMHO.

God knows what other projects the Chamber Maids and Lads have in the works. And their loyal followers are still singing their praises as if they are the answer to all Fort Erie's problems. I guess a 7.3% tax hike is A-OK for them. I guess they will support the new theatre financially. I guess they'll all go to the track and spend lots of money in the two score racing dates this season. I guess they won't mind their tax dollars will be going into building a private speedway that will not save the local economy and may well ruin what's left of it.

I guess they enjoy their delusion. Those of us with critical thinking skills sure don't.
