UPDATE: PASSERO WINS WARD 2. JUST ANOTHER LIAR AT THE TROUGH.

Of course, we're talking about the Kinsmen Pool, the grab-onto-project that a couple of candidates think will propel them to the Ward 2 seat on Fort Erie town council. Stephen Passero tried unsuccessfully to use the issue in his run for mayor but he has managed to time events to his advantage in the by-election to fill the seat of the late Rick Shular. Too bad, one of his opponents, Larry Graber is president of the Kinsmen, for he too has jumped into the pool, taking credit for the ridiculous presumption that the pool could be open this summer to young swimmers. (That is, if you believe the badly written, research-challenged report in the Fort Erie Times.)

Alrighty then, let's fire up the Way Back Machine and take a look at the situation, complete with the facts. Pay attention, Sarah Ferguson. I am going to link an article from your own newspaper: Fort Erie Pravda (™George Jardine)

It was 17 October, 2011 when the long-awaited Feasibility study of the Kinsmen Pool was presented to council. It was charmingly called The Outdoor Aquatic Facility Feasibility Study, Phase 2.

It presented five options for the future of the Kinsmen Pool.

1A:DO NOTHING 44 year old facility; pool tank, deck, mechanical equipment, and change room facility in poor condition.  Lifespan optimistically 1 year before current physical state of repair will require remedial actions and capital investment.

1B: TEMPORARY FIX  - Capital cost: in the order of magnitude of $610,080 (2011$)• Annual operational financial performance: ∙ Estimated annual operational expenditures (2011$) = $65,700 ∙ Estimated annual operational revenue (2011$) = $10,000 to $12,600 ∙ Estimated net operational cost = $53,100 to $55,700

2. REPLACEMENT ALTERNATIVE Capital cost: in the order of between $2,460,000 and $2,680,000 (2011$) ∙ Not including potential costs related to site acquisition ∙ Some recently upgraded equipment at existing facility can be carried forward (filters, pumps, heater, etc.)

3A:REPLACEMENT ALTERNATIVE Financial Implications of 3A: • Capital cost: in the order of between $3,059,000 and $3,495,000 (2011$) ∙ + optional 1 metre diving board ($14,000) ∙ + optional in-pool underwater lighting ($20,000) ∙ Not including potential costs related to site acquisition.

3B REPLACEMENT ALTERNATIVE Financial Implications of 3B Capital cost: in the order of between $3,536,000 and $3,884,000 (2011$) ∙ + optional 1 metre diving board ($14,000) ∙ + optional in-pool underwater lighting ($20,000) ∙ Not including potential costs related to site acquisition

This is where we were at in 2011. The choice was clear. Spend almost three quarters of a million dollars for a band aid solution that may work for a couple of years; spend millions to completely replace the pool or DO NOTHING.

Here, Sarah Ferguson, is the article about the Kinsmen Pool as reported in the October 18, 2011 Times. Here is what Passero said back then:

Coun. Stephen Passero, who is the chairman of the pool's fundraising committee, asked his council colleagues to support the reconstruction option, which would cost about $2.5 million. However, he said residents shouldn't be on the hook to pay the entire price tag.
He asked staff to prepare a report explaining the budgetary impact should the town pitch in $1.5 million, leaving his fundraising committee to find the additional $1 million through grants, community sponsorships and fundraising.
"I think we should at least be looking to maintain what we've always had."
Coun. Rick Shular said spending that type of money isn't as easy as it was when the pool was built by the Kinsmen Club 44 years ago.
"This is not 1967, when we had $30 million to bank on," he said.
Shular suggested the town consider a splash pad as a temporary solution, and in three to five years take another look at a new pool.
Based on a staff report as well as the funded report, council eventually decided to do nothing and the pool was closed, 2011 being its last year of operation. Four years have passed and nothing has been done to the pool. It sits in an ugly state of disrepair - an eyesore. Yet Stephen Passero and the clubbies from the Underwater Recovery Unit (a complete misnomer as they do nothing of the sort) think they can have the pool open and running some time this summer. And their few loyal followers think they can get funding for the re-opening through grants and fundraising.

Sure, we'd all like a public pool for the kids to learn to swim and enjoy the water in a safe environment, but the resurrection of the Kinsmen Pool will be a very costly one for the taxpayers.

It truly will be a money pit.

And that's the skinny on the big dip - into the taxpayers' already stressed out budget.

Further, there is a big problem with cement pools. Once the slime water is removed, volunteers are planning to scrub the pool clean - like in one of those commercials for scrubbing bubbles. Not so easy as referenced HERE.  Good luck with that.

PASSERO DIVES INTO THE DEEP END

However, his election for mayor financial report has a lot of holes in it.

Passero took over the late Rick Shular's Fort Erie Council Ward 2 seat and waded right in to the business of council as though he had never left. He was the recipient of a council decision to ignore a staff recommendation and won a by-election that cost the taxpayers around $40,000. Now he has the platform from which he will continue his quest for mayor. He has a strong bloc of votes from the Chamber Maids, George McDermott and Chris Knutt. Mayor Redekop will find that his power will be greatly diminished and sabotaged under the current regime.

Stephen floated into office on a wave of nostalgia for a pool that some claim will be open this summer. What Stephen and his followers fail to mention is the hundreds of thousands of dollars that will be needed to bring the Kinsmen Pool up to health and safety standards. Part of the strategy by pool supporters is to publish a registration form for children's swimming lessons. Soon council will hear that the children of Fort Erie need to learn to swim at the Kinsmen Pool (forget about the "Y") and that it is the town's responsibility to make those classes happen: taxpayers will pay for the rehab of the pool. According to a 2011 Study, it would cost well over a half a million dollars to bring the pool to code and that would only be a temporary fix. In light of the diminishing attendance at the pool and a staff recommendation, council voted to do nothing about the pool and it closed for the 2012 season. It has since fallen into further disrepair. The Underwater Recovery Social Club (not to be confused with sanctioned underwater recovery units) will soon take over the lease on the pool. The forty plus membership will run the pool. Does anyone else see a problem here?

Council will, no doubt do a synchronized swimming routine and vote to fund the rehab of the pool. Stay tuned.

As to Passero's financial report for his unsuccessful mayoral run, there are a lot of interesting details and omissions, like what bank held the account. I suggest that people read his statement as well as all the others. Marina Butler's was also interesting.

Considering that Marina Butler called for a compliance audit for former Ward 4 Councillor John Hill after the 2010 election, she should welcome close scrutiny of her own financial statement.

CHAMBER OF COMMERCE CELEBRATES TAKEOVER OF FORT ERIE

The newspaper article reported that 180 people attended the April 16 swearing in of the new/old board of the Fort Erie Chamber of Commerce held at the Buffalo Canoe Club in Bay Beach. Attendance was high this year as there was also an unofficial celebration of the complete takeover of the Fort Erie Town Council by chamber members with the help of the now de facto mayor of Fort Erie, Massa James Thibert.

Like the slaves of old, certain chamber members are taking direct orders from the Massa, especially those on the new council. We have dubbed the two head cheerleaders, Kim Zanko and Marina Butler as the Chamber Maids but they are now bolstered by Stephen Passero (Massa James' Boy), Chris Knutt, and George McDermott. The only non-chamber member of the current council is Don Lubberts who, along with Mayor Redekop, is already considered a Lame Duck by political pundits.

The famous 4-2-0 Plan was 90% effective. Started in 2010, immediately after the re-election of Bob Steckley in Ward 3; landslide victory for John Hill in Ward 4; Don Lubberts in Ward 5; and Paul Collard in Ward 6, the plan included insulting billboards; lawsuits; a whispering campaign; and downright ugly behaviour by the former mayor-by-five-votes, Doug Martin. A couple of so-called journalists piled on further with slanted and misleading stories. It was a team effort, headed up by Jim Thibert who was aware that The Four, as well as others, were applying heat to Jim's "arm's length" corporation (Fort Erie Economic Development and Tourism Corporation) to be more accountable. Many hoped that Thibert would be fired, but the council could not make that final decision because Massa James was heavily insulated by his cronies and supporters who also held a lot of power in the community. Although his record of accomplishment is far less than stellar, he managed to keep his job and orchestrate the defeat of all but one of The Four.

Keen observers may already be aware that Fort Erie is persona non grata at the provincial level these days. Thibert did manage to get money for the race track, his "other job." He is obsessed with it to the point that he spends a lot of time at the track and runs it like it was an ante bellum* plantation. Fine for the track workers, but is that all there is? What about all the other people who need jobs? Thibert believes they are "not skilled enough" and that is why they are unemployed. Guess the unemployed need to align themselves with a subsidized industry in Fort Erie, like the racetrack. Or be related to someone at Town Hall. Or have a good friend in the town's inner circle. Otherwise, they are SOL. And Thibert blames them for not being skilled enough. Oh, and the town is nothing but a whore to the province, according to his 2014 State of the Local Economy Address.

UPDATE: A well-established local firm is leaving Fort Erie to re-locate in St. Catharines because it has run out of space in its present location. There was no help from the EDTC because the EDTC mandate, as interpreted by Massa James, is only to assist those businesses that employ ten or more people. This three generation family business does not "fit the mandate." On a side note, a suitable location was found in Fort Erie but the rich local mover and shaker would not come down in his exorbitant price for the property in order to keep a local business local.

IN OTHER NEWS: Council voted to reach into the Reserve Fund to fund overruns in the Lewis Street construction. $330,000 (including HST) was taken from the Storm Reserve Fund and the Water Reserve. No mention or promise to pay it back. This is added to the $500K to the Race Track and the DSBN for the "State of the Art" theatre.Meanwhile, council denied preservationists a chance to save a school and its historic bell tower.

The Helena Street Spill.

 OPEN HOUSE
April 21st at Town Hall from 5:30 p.m. to 7:30 p.m.

This is where the councillors should be demanding answers about the long-term effect of the spill that has apparently leeched into the ground and water table. Very dangerous situation that platitudes from the Chamber of Commerce cannot solve. This is where leadership is shown: how a community reacts to a chemical spill of large proportions. Let's not let this develop into a Love Canal scenario.

PS. I have become very lazy of late. Don't really care about what others say, especially the silliness and Mean Girl antics on Facebook. I am trying to focus my attention on those things I ignored or procrastinated about for the past few years. I prefer now to sit and wait for the inevitable whinging about higher taxes and the balance of power on council going to a 5-2 decision every time. Time wounds all heels.

UPDATE:  Press Release begs owners of 833 Helena Street to take responsibility for the spill; Region tries to play Victim Card,

That was perhaps the only question asked at the Helena Spill Open House that was answered. Sort of.
Ron Tripp, former infrastructure head for the Town of Fort Erie, now in a similar post at the Niagara Region, told the questioner that "We (meaning the region) have consulted an attorney regarding the Helena Street Spill." We could take that as a clue as to what concerned neighbours need to do in order to protect themselves from this massive Clusterf*#k.

A group of about forty people heard an hour long show full of evasions and "I don't knows" from officials at several levels of government. The Ministry of Environment representatives answered most questions with the evasive "It's under investigation." The building where the spill was presumed to have come from is owned by a numbered company. No one seems to know who is the owner, yet Larry Coplan from the Fort Erie Fire Department admitted that his department "was aware" of what was in the building prior to the spill.

Even the spill itself is a mystery as to how it came to the attention of officials. An anonymous tip from as passerby alerted the town and the Region "became aware of the problem." Now they're saying that they're almost finished with the clean-up of an admitted 100,000 cubic meter spill.

But they could not give any details nor any predictions on long term effects of the solvents that leaked into the ditch along Helena Street. "There's an order from the Ministry regarding the spill."
So, I looked it up. HERE IT IS. In other words: if you want to know details, look it up yourself!

Some great questions were asked; few were answered. As if we didn't already know:
By-law Enforcement is Complaint Driven.

Mayor Redekop admitted that the Town is often "reactive" when confronted with problems, rather than "pro-active." He said things should be handled differently. (Ho-hum)

Kimberly Zanko emceed the meeting, apparently reacting to numerous phone calls and inquiries from concerned citizens. Stephen Passero slithered in during the meeting and Sandy Annunziata did ask some pertinent questions. Harry Schlange and his Hobbit friend stayed for a few minutes. It was like Old Home Week for Tripp and Schlange. Tripp is still way out of his depth and Harry Schlange is now running the region in the same way he ran Fort Erie as its CAO.

Too bad those in attendance were not given the respect they deserve by having their questions answered. I'm curious to see what other media sources say about the Open House.

SYNDICATED MORTGAGES FOR DUMMIES (AND POTENTIAL INVESTORS)

$

In the latter part of 2014, a name cropped up on local radar, prompting me to devote a blog post to a potential problem in our midst. One good thing that came out of the exposure of convicted investment scam artist Gary Fraser is that he resigned from the Crystal Beach BIA Board. However, he still remains as an investor/developer for many local projects.

This brings us to examine what is known as a Syndicated Mortgage which is the vehicle by which Gary Fraser has been able to "buy" many properties. By definition, a syndicated mortgage is one that is funded by several investors. Most definitions come with warnings such as:

Now look at syndicated mortgages.  In this arrangement, a broker puts together several investors into a single mortgage to secure loans on real estate – often development land.  The rate of interest seems wonderful, 8% or 10% or higher.  As a further enticement, the borrower may agree to pay a bonus, so the return is even higher.  Sounds too good to be true? Well, it often is.  There are many things that can go wrong – the land is worth less than appears (even with an appraisal).  Market conditions may change.  The borrower may be an asset-less numbered company.  The mortgage may be on land that is different than that promised.  There may be other lenders who rank ahead of this mortgage.  © 2012 John Hollander & Harold Geller
One of Gary Fraser's corporations is listed as the developer for a project funded by Lexon Mortgages Ltd. at the corner of Mitchener Road and Schooley Road in Crystal Beach. Fraser also has many other holdings in Crystal Beach and Ridgeway under either Starboardview Homes, Black Bear Homes or Clapboard Construction which is operated out of Ridgeway. Gary has bought three parcels of land, which includes two houses on Ridge Road under the name of Black Bear Homes. He paid $300,000 for the house at 613 Ridge Road North. The property is mortgaged for $800,000, a difference of $500,000. We have to question how a home can be mortgaged for more than twice its purchase price.

Some of us are very wary of this man and his business dealings. We can't help but remember when Fraser pled guilty to 29 fraud-related charges in 2008. He served 30 months in jail.  While awaiting trial, Fraser managed to convince a fellow inmate to invest in one of his schemes. His own aunt, at Fraser's sentence hearing, said:
"I have been searching deep within myself for the past seven years to find forgiveness for Gary, but I can't," said Cheryl Fraser.
"I didn't see any remorse in his eyes. I looked right at him and he looked right through me."

Fraser has been in town for about a year and has overseen the purchase of many properties. Some are now considered eyesores, like the shell of a building left at Queen's Circle that was once listed at $1 Million for an executive-style mansion and the boarded-up former Pines Restaurant. Houses that one of his companies is constructing on Rebstock Road have a mortgage that is double the purchase price. The selling price for the houses is greatly inflated as are many of the houses that are occasionally listed. Same too with the new proposed development on Michener and Schooley which has a mortgage three times its purchase price.

The syndicated mortgage company that holds the mortgages is represented by Raymond Hau. It is believed that some locals have invested in this syndicated mortgage group.

To which we can only recount what was revealed at Fraser's sentencing in 2008:

Fraser was ordered to repay his victims, but
those who attended court don't expect to get their

money back.
"Our lives now are all about second mortgages,
lines of credit, credit cards, interest rates and liens,"

said Grace.*

*One of the 13 victims of Fraser's $2 million scam who wished to be identified only as "Grace."

So, does anyone still believe that Gary Fraser paid back
the over $2 million that he scammed in the early part of
this century?

If you believe that, there's a great investment opportunity with a convicted fraudster with
connections to a syndicated mortgage company.

Don't say we didn't warn you.

WE HAVE TO TALK ABOUT BAY BEACH AGAIN

$
0
0
Didn't want to do it, but it has become necessary as, once again, the Bay Beach Properties are in danger of being given over to private development (high rises.) Of course, this concept will be introduced again all neatly wrapped up in a one hundred grand consultant package brought to you by.....the same consulting firm that was used to justify the building of a twelve story condo tower on public waterfront lands in the first place.

Damn, we thought that the Master Plan for the Bay Beach Properties would take into account the desires of the people who live in the area who have been fighting, through legal channels, the former town planner's dream of a wall of condos along the shore of Bay Beach. At least ten years of struggle to save the last waterfront parcel on the public sand beach from private development. What does it take to save a potential parkland for the people? We know that the current council was elected by and for commercial interests. The campaign to discredit four duly-elected councillors was hatched amongst the very people who helped elect a Chamber of Commerce-centric council. Rather than being ashamed of the lies, misrepresentations and lawsuits against The Four, the new council revels in its ignorance and lack of innovation, thinking that "boring" is a good council meeting.

Wake up people.  They haven't gotten the bill for the $400,000 over budget from water main breaks this winter.  It is a common held belief from those at 1 Municipal Drive that the grand reckoning will come in 2017.  They all know that the fixes and catch up will be double digit tax increases the likes of which our town has never seen (even under Martin).

Kris Dubé wrote an interesting piece in Bullet Newsthis week. It must be read very carefully to really understand just how dangerous this new process can be to those who wish to keep the Bay Beach Properties in the public's hands.

"The Town of Fort Erie's solicitor, Ed Lustig, said since Palmer was retained by the municipality and not the developer – council is legally free to move ahead with the Planning Partnership to begin a master plan for the area.
“My view was and is, at the present time, there is no conflict of interest,” he said at Monday night's council-in-committee meeting.
Lustig also said the firm has agreed to place a 'Chinese wall,' between Palmer and the rest of its team – an information barrier used in business settings to prevent the exchange of communication that could eventually result in a conflict of interest.
Palmer had not been previously contracted with the Molinaro Group – nor is he working for them on any projects currently, according to Lustig.
Another perceived conflict would be if the Planning Partnership is called as a witness in the ongoing legal matter, said Lustig.
If this does happen, which Lustig said at this point would only be speculation, the municipality's argument would be that it gave the Molinaro Group all its approvals before they backed out of the agreement on their own, which is all contained in public documents.
All of the planning decisions that were made were supported by the town, the majority of town council,” said Lustig.
On Dec. 31, 2013, the Molinaro Group backed out of its partnership with the Town of Fort Erie to build a 12-storey condo building on the south side of Erie Road after the majority of council voted not to grant an extension that would additional time to allow for more units being sold by the developer."

A so-called "Chinese Wall" is a method that law firms and other consultants use to avoid conflict of interest accusations. It is supposed to work, but it seldom does because there is so much interaction within a firm between employees. Can you imagine that Ron Palmer (late of the C.A.U.S.E. Study of 1996; the Bay Beach Consultation that gave the go-ahead to the Molinaros where he was the lead person; and now the Bay Beach Master Plan) is not going to be influenced by his previous recommendations? Any person who can help write the C.A.U.S.E.  Study that gave Crystal Beach a blueprint for a "hidden gem" that should acquire and keep as much waterfront property as possible and then recommend that the town give a high rise developer the last piece of public waterfront property in Crystal Beach is not to be trusted to come up with a master plan for that property.

Is there no other consulting firm in the province that doesn't have such an incestuous relationship with the Bay Beach Properties?

BUFFALO FINALLY GETS IT

The once ugly waterfront of Buffalo is being transformed! Finally, the city woke up to the potential of its vast waterfront. The latest effort is the Buffalo Harbor State Park. From the article:

"A greenspace turned destination, the first phase of Buffalo Harbor State Park is nearing completion. Crews are currently putting the final details on a nautical themed playground, pavilions, shade structures, and landscaping just in time for warmer weather."
Wouldn't something like this be nice for the waterfront side of The Bay Beach Properties? Notice that it is a state park, like our provincial parks. It will not be sold, privately developed or taken away from the people because it is protected by its state park designation. Our Bay Beach seems to be up for grabs to developers despite the will of the people. I suggest that people in other parts of the town look at their favourite local park/playground and then imagine it being given over to a high rise developer despite the efforts of the residents to keep it in the public hands. How would you feel if your kids' soccer field became a high rise development?

The people of Crystal Beach have welcomed the South Coast development on Ridgeway Road because it fits in nicely with the character and tone of Crystal Beach. Lots of cottages are being bought and rehabbed and there are new builds in empty lots all through the Beach. Take a look if you don't believe me.

June 13: Crystal Beach Community Garage Sale. 8:00 AM - ?

Followed by Best Behaviour in the Park free band concert at Queen's Circle starting at 1:00 PM. The Crystal Beach Firefighters Association - Fort Erie Station 6 will have food and drinks on hand. THE BURGOYNE BRIDGE: WHEN BUDGETS GO WILD

$
0
0
The original estimate to replace the aging Burgoyne Bridge in St. Catharines was set at $52.5 million. That figure was thrown out quickly when the low tender came in at $69.91 million. At this point, the projected cost of the replacement bridge has soared to $91.35 million.

In a Niagara Falls Reviewarticle, Niagara Falls Regional Councillor Selina Volpatti, who has been questioning the costs of the project, fears that the project could "end up with a $120 million cost."

As a result, a task force has been formed to monitor the situation and to determine how it came to blow the original budget. The task force will be looking into e-mails and correspondence between the Region's former commissioner of transportation and its former commissioner of public works, although there is no presumption of any wrong-doing, just answers to questions as to how the project got so out of hand budget-wise.

Stories like this will become more common as we go forward. I do like that the new Niagara Regional Chair Alan Caslin listened to councillors' concerns and set up a task force to look into the budget overrun. That would never happen in Fort Erie, especially now that the Chamber of Commerce runs the town. mayor Wayne Redekop has little power to rein in this council's spendthrift ways. The recent $500 K "gift" to the struggling racetrack and the $500 K "gift" to the already rich District School Board of Niagara for a new theatre at the new high school because a few dance moms want to hold their recitals in Fort Erie, yet OK'd the request to have the wrecking ball take down a heritage building and bell tower should make taxpayers realize that the new council does not care for the average person in Fort Erie, only those with a "vested interest," namely making money at the taxpayers' expense. When will the "jobs extortion" end? Only when people and the local media take a good, hard look at the connections and the cabals that have formed over the years that have nothing to do with providing jobs and a better life for regular folks.

Which brings us to the Kinsmen Pool and the real cost of its restoration and/or replacement. The original estimates are probably very low in light of inflation and cost overruns in other projects.
I can't help but feel that the taxpayers are going to pay big to achieve the dream/political ambitions of a Cassius-like member of council. Despite the statistics that show a sharp decline in the Kinsmen Pool use in the years prior to its closing in 2012 and the millions it would cost to replace; despite the paid-for study recommendation that the cost of refurbishment was a waste and time limited, some are still trying to save the pool that is a black hole of neglect on the landscape.

Perhaps if council weren't so easily extorted into giving "gifts" to other endeavors, there would be money available to replace and operate the outdoor pool.

We wait until July when the Kinsmen Pool is set for re-opening.

ST. CATHARINES CLOSES POOLS, HOPES TO OPEN ONE

$

0
Even the city of St. Catharines has had to make some tough decisions regarding its outdoor pools. On March 30, St. Catharines Council voted to close five pools in the city, citing failing attendance and high costs of rehabilitation. The projected savings to the taxpayers would be $228,000.

But, according to an article in The St. Catharines Standard, all hope is not lost for the Burgoyne Woods Pool. Due to a valiant community fundraising effort, over $80,000. of the $100,000. needed to operate the pool has been raised and it is expected that council will approve a staff report recommending the Burgoyne Woods Pool be opened in July, using the community donations.

Is there a lesson in this latest development? Yes, there is. Remember when there was a big effort to raise funds for the Kinsmen Pool? Started by a young woman who wanted to save the pool for future generations. She was pushed aside by Stephen Passero who became the "leader" of the effort. When he realized that it takes a lot of work to fund-raise, he put it on the back burner while he set his sights on public office. Once elected as Ward 1 Councillor, he did little or nothing to advance the cause of the pool until he decided to run for mayor. Then he suddenly hauled out some vague deal with a social club of divers. Didn't help him get elected mayor, but the tragic death of Ward 2 Councillor Rick Shular opened another opportunity for Passero to get into the political trough. So, he used the Kinsmen Pool once again to lull people into thinking that, through his efforts, the pool would open again this summer. Got him elected to Shular's vacant seat thanks to his friends from the Chamber of Commerce, already on council who ignored a staff recommendation to appoint the runner-up in the October 2014 election instead, voted to hold an expensive ($30,000.+) by election.

Now, people are patiently waiting for the promised opening of the Kinsmen Pool in July. Too bad Fort Erie didn't have someone like Jan Cook working to raise funds for the pool. Mr. Cook has been "working the phones" for two months and is very close to the $100,000. goal that will enable the children of St. Catharines to enjoy the pool from July 11 to September 4. All thanks to the people and businesses of St. Catharines.

Of course, the pools in St. Catharines were not allowed to get to the deplorable state of the Kinsmen Pool. At least the town recreation department seemed to have been run by a sober, qualified person, a far cry from the political hanger-on who held the post for years in Fort Erie. One of the old "hockey boys" of yore who was too busy taking care of his own bidness to worry about keeping the only pool in Fort Erie in good running condition. Now it's a money pit with a huge price tag to bring it up to code and operation. Far too much for a small social club to finance on its own and there is little grant money available for a crumbling mess that should be totally replaced. So, guess who will ultimately pay for the Kinsmen Pool refurbishment? Taxpayers who will already be hit in the pocketbook due to the budget of the new council.

I feel sorry for the kids in Fort Erie who don't have a supervised, safe  place to swim. We had such an outdoor pool in my old neighbourhood in Buffalo. It was built decades ago and is still operating every summer. Why? Because it has been taken care of and it sits in a busy family neighbourhood.

Good luck to the people of St. Catharines. Good job!

BUFFALO FINALLY ACKNOWLEDGES THE IMPORTANCE OF PUBLIC ACCESS TO WATERFRONT

$

The first ever New York State Park within the city of Buffalo opened this weekend.

Long, long time coming. It is another piece to the complete overhaul of the waterfront in the city. Nearby, thousands flocked to a Canalside Carnival. Big doings for the Memorial Day Weekend. This is very unlike the failing Friendship Festival that once brought people to the town's waterfront.  And then it was moved to the parking lot at the race track. Damned near killed the event altogether. Since it was moved back, it has steadily declined in attendance.  Maybe it's because one of the Good Old Gals, Flo Odding (The Bingo Queen) knows where the bodies are buried and retains her title of "organizer" in perpetuity. Time to either kiss the Friendship Festival goodbye or take it back to its beginnings, sans the bingo grifters.

Meanwhile, Fort Erie is once again focusing on Bay Beach and it looks like the private developers are sniffing around for another opportunity to take away the last public beachfront park area in Crystal Beach. Didn't anyone get the message over the past several years that the majority of the people want to keep the so-called Bay Beach Properties in the public's hands? It took petitions, delegations, and elections to drive that message home. Unfortunately, certain power brokers have turned that message around through frivolous lawsuits; an irresponsible and biased local press; threats and pressure. Now, we seem to be back at Square One. A "new" master plan is being formulated for Bay Beach. Now that the Chamber of Commerce has taken over council, it awarded the consultation contract to a decidedly developer-friendly (they are on record as supporting the Molinaro's bid for a P-3 agreement for the public land) consultant. I can imagine the so-called "community input" component of the study to consist of a heavily weighted group in favour of private development of the property.

Interestingly, the state park in Buffalo went through years of such shenanigans, according to the article.

“There were five master plans developed for the outer harbor over the last fifty years and they all say the same thing: reserve the water’s edge for public access, and you’ll see private development follow. So that strategic vision is manifesting itself every day, so this is really just the build-out of many, many master plans.” (Brian Higgins, D-NY 26th Congressional District)

Not a bad idea.

Some in Fort Erie look at this in reverse:

Privately develop the water's edge and you'll see the public follow. Duh-oh.

UPDATE: Another year goes by and Fort Erie lets the coveted Blue Flag Destination go to other beaches. Those of use who want this designation for Crystal Beach have been frustrated in our attempts by the disregard of the environment and the potential of the Bay Beach Properties' South shore. Pity.

So, the former butt of jokes, Buffalo, is seeing more and more positive press for its innovations and smart growth. As a former resident of Buffalo who remembers the blight and inaccessibility of its waterfront, it is extremely gratifying to see what has been done to enhance the very pleasurable experience of the city's waterfront.

But Buffalo does not have a great sand beach in its wonderful waterfront parkland. It has boat slips, boats that ferry people through the harbour and lots of attractions. It will never have a pristine, sandy beach on site. The nearest decent beach is miles down the road. We have a great beach right in our own backyard. All we need to do is enhance the parkland that fronts it. Make it user-friendly with benches, shade and decent washrooms. Turn the south side parking lot into a picnic area. Add a bandstand. Whatever.

Fort Erie: get your collective heads out of your nether regions and think about what your children and grandchildren will appreciate and cherish in the future. Will they cherish a high rise looming over the once (so-called) public beach?  Nah. Those of us with memories of the Crystal Beach Amusement Park are anything but amused now that a gated community stands on that once cherished land and the great sand beach is now inaccessible to the public. We are lucky that the Crystal Beach Tennis and Yacht Club developer "gave" the town a small piece of the beach and an alley to access it. With the purchase of the Bay Beach Properties in 2001, the town had a great opportunity to develop a first class beachfront park.

We all remember how that worked out. Now, over a decade later, the town is poised to once again divest itself of its last legacy, one that gave the name Crystal Beach to the village.

In case you're getting ready to refute what I'm saying: a narrow alleyway from the road to the public beach through a large private development is no way to access our greatest asset.

An innovative company 43North has hosted about 150 Canada-based entrepreneurs for a tour of what Western New York has to offer young start-up companies. The guests were impressed, many considering expanding their businesses to Buffalo and Western New York.

Funny, isn't it that Buffalo can attract young business people while the best that Fort Erie's Economic and Tourism Development seems be able to do is prop up a dying seasonal industry and to find a way to get the government to build a NOT-NASCAR raceway. Way to look to the future.

As we watch the eventual decline of Fort Erie into a hapless border town, we can also thank those who have been at the public trough too long. Fortunately, the present council wisely chose Tom Kuchyt as the new CAO despite a very strong campaign by some to appoint the notorious Russ Wilson to the post.

He has certainly earned his notorious label. Years ago, he abruptly left his job at Canada Customs. It was alleged that there was money missing from the office Christmas Fund which was administered by Wilson. No proof but a precedent was set. There were many "shortages" in bingo revenue since Wilson is in charge of Gaming for the town. Fortunately, the OLG has put a stop to that possibility because of widespread abuse of bingo money all through the province. Some familiar names crop up on long-ago documents regarding bingo theft. One local event planner was banned from bingo parlours or any involvement with bingos because of alleged theft.

The Wilson becomes head of Bridges Medical Program. Oops, his treasurer gets caught embezzling over a quarter million dollars and somehow she was able to get away with it for a couple of years and Wilson knew nothing about it. Now there's a guy with his finger on the pulse of his organization. Great experience for CAO. (That is, if you want a CAO who looks the other way while the cupboard is being emptied.)

Isn't it time for Russ to go off into the sunset and pursue his dream of owning a strip club on the highway? Maybe he could go into the jewelry business with his wife and her old boss, Doug Martin. Or maybe he can try to run for office. He was elected once; then people smartened up.

I must say that, like Jim Thibert, Russ Wilson is Teflon® coated. No matter how many try to chip away at the veneer, it refuses to break down.

I GUESS IT'S TIME TO START A NEW THREAD

The events at the June 8 Council in Committee Meeting have drawn a number of comments to this blog. I have highlighted some them in this new thread.

All this comes as no surprise to me. This is the continuation of the plan made shortly after the 2010 election that was code named: 4-2-0. The goal was the elimination of the four councillors elected that year who were going to try to work for the people instead of the usual "Good Ole Boys" mentality that has ruled Fort Erie for decades. They succeeded as best they could amid slanderous posters and fliers (thanks, Kim Zanko and friends;) biased press; and finally expensive lawsuits.

BTW, the hearing date for the Conflict of Interest lawsuit is now scheduled for June 18 and 19. Three years after the day the lawsuit was filed by former, badly beaten in the Ward 4 election, Tim Whitfield, at the behest, as he stated in his testimony, of the people who wanted the four councillors gone. (Now there is one helluva run on sentence.)

So, have at it. And welcome back to 2002 when the whole Bay Beach Properties Nightmare began.

FE Farce: Tonights Council meeting was not about Bay Beach, but about power and control. Why bother to go to the expense of an ad for applications from residents and then ignore them? Why hire a consultants and ignore their recommendations? No doubt a coup has taken place. The jokers are running the show.

Mr. McDermott on the focus group and his "fresh eyes" is a joke. Maybe we should resurrect some of his comments about eating toad legs, or perhaps some of his comments about Donnie. Yes, he is so impartial and unbiased and meets the requirements of "fresh eyes". We are watching you George with "fresh eyes"! Perhaps those comments should be posted so the true George McDermott could be revealed.

Corruption Fighter: Georgy is a liar.

He was adamant during the last election, when challenged, that he had no connections whatsoever to the Ol Boys Club. His actions again and again clearly state otherwise.

I have another suggestion for you Georgy........stay the hell out of Crystal Beach. It's a long way from the east end and even further with it's completely different attitude. Part of the problem here is simple jealousy as the east end slides further and further into decay and CB pulls itself out of the disaster of the closing of the park and then selling out to a developer for a now walled community and limited access to the beach. Real forward thinking there by the so called leaders of that day.

Worry about your own ward Georgy as there are more than enough issues there to keep you busy and let CB continue it's recovery. So it begs the question, Georgy.......what do you get by giving away the last and best beach in the area?? or should I ask how much???

John AM: Applications for input from residents? The present council needs to create the "effect of listening" to residents concerns, and they are, sort of, but when it comes to acting on any of those concerns, not so much. Listening then ignoring what is said. Lots of nodding, even some note taking, this is an old trick used time after time. Weve seen it before, we will see it again. The only people that receive anything from these "ads" are the people that run and profit from the business of putting out a newspaper. Ads for input?? Like the expencive consultants didnt suggest that bit of nonsense. So, lets go for it. If its input they want, its input they will get, in spades.

FE Farce: Let's not forget the dark side of Ms. Zanko. Wasn't she the spokesperson for Citizens of Greater Fort Erie for development or some bizarre, pro-business, all business group that put up that bulletin board that called the 4 councillors liars and other derogatory names? Such good representation! Such a class act!

Meg: Does Ms. Zanko have "fresh eyes" for the Focus Group when that hateful group she represented were in such strong support for a huge condo on our PUBLIC BEACHFRONT?

POSITIVE THINGS ARE HAPPENING IN CRYSTAL BEACH

Today was the successful reappearance of the Crystal Beach Community Garage Sale!

Yellow signs and yellow balloons showed the way to the bargains. Shoppers arrived early, early to enjoy the sales. Maps were even provided. The cost of the event (newspaper ads, maps, signs, etc.) was paid for by The Friends of Crystal Beach.

Look for an even bigger and better one next year!

Then, the local firefighters staged a band concert at Queen's Circle in the afternoon. A local band, Best Behaviour, sponsored by the Friends of Crystal Beach, played while people enjoyed the cool shade at the centre of the village.  Food and refreshments, provided by the Crystal Beach Station 6 Fort Erie Firefighters, were enjoyed by all. They even ran out of hamburgers! All proceeds from the sale of food will go towards the Cpl. Albert Storm Memorial Playground at Waterfront Park.

A Win-Win situation for the community.

The South Coast houses on Ridgeway Road are under construction and soon will have people living in them. These were pre-sold. Lots of places for sale in The Beach, but they don't last long as there is a very good turnover. Lots of people moving into the area from the GTA. The Beautification Committee has been working hard to gussy the place up as judges from Communities in Bloom will be in town soon. Remember, it was Fort Erie that won the national prize for a town its size thanks to the efforts of the volunteers and the refurbishment of the National Historic designated Point Abino Lighthouse.  No small feat there. Now, the town is in contention for international awards.

I challenge anyone who thinks that a twelve story condo tower on our last piece of public beachfront in Crystal Beach will improve tourism.  Just visit Crystal Beach any time this summer - especially on a hot day. Community groups are working hard to find ways to attract people to the town because they know that Crystal Beach is a hidden gem, just waiting to be discovered as a quaint and lovely place to enjoy all year round.

Someone once said that the closing of the amusement park was the best thing to happen to Crystal Beach. She was criticized for that statement, but I understood what she meant. Despite the gated community where the amusement park once stood; despite the "red-lining" of the village; despite the attempt to sell off/give away our only public beachfront property; despite the rancor and the nastiness directed at anyone who stood up to save the beach property; despite all that, people are still investing in the community.

And that is a very good thing.

Look what showed up in the minutes of the June 15 Regular Council Meeting:

That: $936,428 of the 2014 General Levy Operating Budget surplus be transferred to the GFESS Theatre Reserve Fund in 2015, and further

That: $33,232 in BIA surpluses be carried forward to 2015.

This is tax money that will be used to fund the new theatre. Meanwhile the DSBN is rolling in money and tearing down historic schools. Does not pass the smell test IMHO.

Is this what you want?

Tune in or attend tonight's council meeting to see where this council stands on using your hard-earned tax money.

MARTIN GOES UNDER THE BUS

Dave Hurren (Counsel for Tim Whitfield): "It was Martin's lawsuit; Whitfield was added."

Judge Sweeney: "Was there any reason why Martin could not have made the application (for the lawsuit) himself?"

Dave Hurren: "No."

This was an exchange in Ontario Superior Court this morning (June 18) regarding the long, drawn out case against The Four (Bob Steckley, John Hill, Don Lubberts and Paul Collard) for conflict of interest in the firing of town lawyer Heather Salter in 2012.

As some may know, almost a year after the lawyer's dismissal.  a lawsuit was filed by former councillor Tim Whitfield against The Four for conflict of interest. He claimed that he knew nothing of the specifics of the firing until almost the end of 2012, thus making him fall within the six week period where such a lawsuit can be applied for within the parameters of the act. Whitfield claimed he knew nothing about the events around the firing of Heather Salter the previous year, even though he was a frequent golf partner of Salter's husband and admitted that he had read local newspapers and spoke with people on town staff. He has been referred to as a Straw Man because of his willingness to put his name on a lawsuit that was the brainchild of someone else. It is clear to any thinking person that the lawsuit was filed to destroy the reputations of The Four.

While the mayor tried to go through the back door to call The Four to task, he was unable to get anyone to take his assertions seriously. The excuse that Heather Salter filed a "harassment complaint" as the reason for her firing has never been proven. There is ample evidence of the reasons for Salter's dismissal. Martin aired revealing remarks at a council meeting about the conversations at an in camera meeting, which is a total no-no. So, Tim Whitfield became the Straw Man for Martin's lawsuit. This was reiterated by Hurren at least once more in his defense of possible champerty and maintenance in the defence's attempt to have the application dismissed.

And Marina Butler's name came up often under the "maintenance" definition. She was named as one of those who pledged support for Whitfield in the lawsuit. Excerpts of Mike Cloutier's writings were presented where he accused The Four of "stealing" $50K from the people to complete the termination package for Heather Salter. The package was agreed upon after another offer was rejected by Salter's representatives. It was also mentioned that Marina may have had an ulterior motive as she eventually ran against and defeated John Hill in the 2014 election. (It was also mentioned that Butler filed for a compliance audit against John Hill for his campaign expenses in 2010.)

A decision on the motion to dismiss will be announced at 10:00 AM tomorrow (June 19) at Welland Court Room 5. It the suit is dismissed, then there will lengthy discussions as who will pay for the massive court costs of this witch hunt. If the judge rules to move on to trial, testimony will begin.

This lawsuit is nothing but spite, filed by a sore loser with the help of a Lady Macbeth-like character. This is a perversion of the legal system. Hopefully it will soon end.

TIME RAN OUT FOR THE STRAW-MAN

Timed out!

That was the decision by Judge Sweeney regarding Strawman Tim Whitfield's application against The Four for conflict of interest. It's over - all but the costs, which should be borne by the appellant (Whitfield and his backers.)  That issue will be heard around the end of July as the lawyers prepare the paperwork.

I should have taken it as a sign when I pulled into the parking lot at court and a woman offered me a one hour ticket she had just purchased and could not use (library closed.)  As it turned out, despite a delay while the court reporter arrived, the decision was short and oh-so-sweet. Tim Whitfield should have done his "due diligence" when he first heard of the firing of Heather Salter. Instead, he, by his own words "put his head in the sand" until many months later and, at the behest of Doug Martin, filed a lawsuit against The Four.

According to Section 9.1 of the Act, there is a 6 week window of opportunity from the perceived breach of conflict of interest. Judge Sweeney cited numerous newspaper articles published at the time of the firing of Salter in April 2012 and the agreement that was accepted in late June of the same year.

Whitfield claimed in his affidavit and filing papers that he had no knowledge of the possible violation of conflict until much later that year, which put him in the 6 week window to file the lawsuit.

Judge Sweeney did not buy Whitfield's assertion that he knew nothing of the firing for several months after it happened. Not for a former councillor and golf buddy of Salter's husband. Whitfield's lawyer further put the case in the dumper by freely admitting that Tim was a mere "straw-man" chosen to be part of "Doug Martin's Lawsuit."

So, now it comes to money. Truthfully, there is no amount of money that can pay The Four back for what they have suffered at the hands of a bunch of sore losers. More on that later.

BTW, the "press" showed up at court today. I say "press" in quotes because Sarah Ferguson is not a legitimate example of the press. She came in and sat down with Doug Martin and chatted with him before court and after. No effort was made by her to present herself other than an ass-kissing toady for Martin and his gang. Just in case anyone has any doubts, there is no such thing as neutral in any description of the local news media. Not with toadies like Sarah Ferguson and James Culic around.

Another aside: Asshats like Dan Strugar who on one hand proclaim themselves as proud Kinsmen, then write nasty and disgusting things about people on Facebook are an example of what is wrong with Fort Erie. He is real quick to disparage others but he fails to realize that many know some very damaging things about his own life and family. I used to have a lot of respect for the Kinsmen but, if he and a couple of other loudmouth crap-spewing fools are any indication of the group, then it should be noted for others to see.

I am not jumping for joy over this decision; I am relieved. I still cannot undo the damage this whole campaign against The Four has done to their lives. This is bullying at the municipal level. Disgraceful.

Any questions? Martin no only admits under oath that he revealed confidential information to members of the public, he also admitted that there was no complaint filed by Heather Salter and no investigation took place.

Can you now see exactly who is responsible for this costly lawsuit? Can you now see why it was dismissed?

This was a witch hunt, plain and simple. Hatched by Doug Martin and Jim Thibert. There was no cause to bring this lawsuit, just a personal grudge and revenge.

I hope they pay dearly for their part in all this.

HAPPY CANADA DAY, FORT ERIE?

Searched the morning news services on line and found a great series of pictures of Canada Day in Niagara. All over the region, parades, festivities, fireworks and family fun took place, caught on camera. All but Fort Erie which didn't seem to have anything except a quarter hour of taxpayer-paid fireworks. Hopefully that was well-attended.

You know, I'm embarrassed for my adopted town. WTF? Did not anyone from the once-great Friendship Festival see that when they decided the dates for the event? Holy cripes, Batman. Now the American summer residents will get to celebrate their July 4 holiday at a wonderful community festival in Ridgeway that starts on July 4 (Friday.)

No one can blame the Friendship Festival organizers for the bad weather for last weekend's event. I have not attended the festival in years as there is nothing there of interest to me. I do not fault the organizers for that either, but I suspect there are many others who do not attend for similar reasons to my own. What I am hearing through various people is that everything, including vendor sites, are very expensive. What was once a great low-cost event has become a cash grab and I feel for those parents who must part with significant amounts of money so their children can go on the rides at the festival. I can't get past former Friendship Festivals that celebrated Canadian-American friendship where events coincided with events just across the Niagara River in Buffalo. Fireworks were part of the Friendship Festival, enjoyed by those in Canada near the Old Fort while Americans enjoyed it at LaSalle Park in Buffalo. On July 4, the Americans provided the fireworks from Riverside Park just across the Niagara River near Fort Erie. Great shows and a wonderful choice of handmade items and artwork in a festival that stretched over days and a length of the Parkway between the Old Fort and Mather's Arch.

Yeah, we know that the bingo money is down. We know that, OK? Then, how can Ridgefest go on for a few thousand dollars, attracting thousands each year? I go to Ridgefest every year because there is a lot to see and it costs me very little to enjoy the festival. Families really enjoy the event and there are a lot of things for the kids to do and see that doesn't cost a fortune.  Food is good and there is plenty of music, along with a street dance sponsored by a service club.

Fort Erie Friendship Festival organizers have missed the point while they had a bunch of bingo money to throw around. The "bigger" it got, the smaller the potential audience became. If people want nothing but a series of bands parading on stage, they might go to a music festival. The rest of us, members of the Woodstock generation, have had enough of loud bands and third-rate performers; we have all seen the real McCoys. Well-known crafters and artists used to place the Friendship Festival as Number One on their list; now few even show up because the price for a booth is outrageous.

I believe that the Friendship Festival's only hope is to return to is more humble beginnings. It must run on July 1, even if that is the last day of the festival. Fireworks for a longer period must be part of the event, not budgeted separately. I also believe that the current organizers need to step aside as any long-time organizer/president of any group should step aside after a few years. Stagnancy is bound to happen and the Friendship Festival is in its death throes.

Anyway, Happy Canada Day (a day late as I was elsewhere enjoying Canada Day.)  I am so proud and happy to live in this great country.

THEY'RE NOT FOOLING ANYONE

So said a long-time Crystal Beach resident with regards to the so-called Bay Beach Study that has brought together a bevy of consultants, planners and facilitators to the village. They are currently holding court in the Crystal Ridge Community Centre where they have spent the past couple of days "gathering input from stakeholders." Holy Crap! It's déja vu all over again.

Even the expected outcome is a foregone conclusion. Just like back in 2002 or thereabouts. Here it is, folks:

The consultants will propose that a three or four story building be placed on the north side of the Bay Beach Properties that will either be residential or hotel/commercial.

They admitted as much this morning at a roundtable discussion with various representatives of government agencies.

Oh, and it was also revealed that the Molinaros still hold a Ministry of Natural Resources permit regarding the "Fowler's Toad Habitat" until 2027 which the town does not want to see revoked at any time in the near future. What this means is that nothing much can be done on the south side (lakefront) of the property until the permit is revoked and replaced with a new permit.

Also lurking in the background is the Molinaro inspired lawsuit and the still unsettled dispute over the property itself. There is a claim that there is an open road allowance running through the property as well as a path running along next to the breakwall parallel to the water.

So, last night we dutifully filled out poster-sized wish lists that were then placed on the wall of the banquet hall. They all said pretty much what has been said for almost twenty years regarding Crystal Beach. Same as the C.A.U.S.E. Study of 1996; the charettes in 2003-2004; the award-winning Crystal Beach Master Plan of 2005; and the general will of the people as evidenced by the election results in 2010.

But we know that certain people in town have had other plans for the Bay Beach Properties since they were bought from the Rebstock Family in 2001. And those plans are still there, despite what the majority of people really want for our last good piece of public beachfront property in Crystal Beach.

Once again, our public property is in jeopardy of being portioned off for "reasonable return on investment." For whom? If that were the case, then every park and playground should be held to the same standard. No, it's only Bay Beach that has this unwanted attention.

And this latest taxpayer-funded study is just another pile of you-know-what posing as community consultation.

PREDICTION: Once the final draft is presented to council, it will be shelved, along with the many other studies and suggestions from the past. The high cost of the improvements will be cited as the reason and the only way it can be afforded is if the north side properties are sold. There will be no attempt at improving the property in increments as money becomes available. The present council has no interest in Crystal Beach; never had - except during amalgamation when Crystal Beach had a very healthy treasury. So, now it will be payback for all the opposition to the Molinaro tower. The consultation brought forth a lot of great ideas for Bay Beach, few or none of which will be implemented. Council will vote as they have been programmed 5-2.

TIME TO REMEMBER

It was almost a year ago that the list of contributors to the lawsuit against four sitting councillors was revealed.  From what we hear, the contributors were assured that their names would remain anonymous but the judge hearing the case demanded that Whitfield's lawyer (Dave Hurren) provide the names of the backers. The backers pledged support of a lawsuit filed in 2013 against four elected councillors: Bob Steckley, John Hill, Paul Collard and Don Lubberts. Only Lubberts was re-elected to council in 2014.

So, we thought we would remind you of how a small group of people set out to ruin the reputations of four elected representatives of the people.  They will forever be remembered for their "community spirit."

WHEN JOHN OLIVER SPEAKS; PEOPLE SHOULD LISTEN

He's funny, but he's also telling the truth. He just delivers it in a funny way so that it doesn't hurt so much. This clip is about how sport teams hold towns hostage until the taxpayers cough up enough money to build a new stadium. As any Buffalo Bills fan can remember, there has been a long-standing struggle to keep the Bills in Buffalo amid numerous threats that the team owner, the late Ralph Wilson, dropped until he got what he wanted. Now, the new Bills owners are talking about a new waterfront stadium which brings many of us back over forty years ago when such a stadium idea was mired in corruption and politics.

It also brings to mind the Canadian Motor Speedway which has threatened to pull up stakes unless some level of government (the taxpayers) provides it with infrastructure and roads to the race track. Considering what other sports teams have been able to coerce local taxpayers to fund, the CMA is not far off the mark in its demands.

Please pay close attention to the myth that such a new facility automatically breathes new economic life into a community. That is totally false. Here in Fort Erie we have heard that refrain sung many times by developers and entrepreneurs. It has been sung to a fare-thee-well by the people behind the CMA. In the John Oliver video, someone said that the towns would be better off if the millions invested in sports arenas was simply dropped from a plane on the populace. The people would benefit more from that than they would from a new stadium.

Think about it. And ask yourself this: why the delay in the building of the race track? Are the Middle Eastern owners waiting for cash-strapped Ontarians to make the first move and supply the massive infrastructure improvements before the Middle Eastern owners actually start to build? Were the millions in tax breaks not enough?
